ARTICLE 56.- Obligations and Powers of the Secretary General.

I              Represent the Union without requiring authorization from the National Executive Committee, before any Administrative Authority and     work or      Judicial,     on       any issue       what       affect     the   organization, counting      with      spacious     faculties      to intervene in all     the legal acts, agreements and contracts related to the Union, and may even file injunctions, withdraw them, acquit positions, formulate all kinds of complaints and complaints, grant forgiveness, as well as grant all kinds of powers in the matters to be refer to this fraction. In the cases of Agreements and Contracts, the prior Agreement taken in plenary by the National Executive Committee and the National Surveillance Council will be required, as well as the subsequent ratification of the National Congress or National Directive Council.

II.             Solve problems that require immediate attention and that do not allow the prior agreement of the National Executive Committee, provided that the interests of the Union are not compromised and it does not imply a collective commitment, in which case it will be essential to put it to the consideration of the National Executive Committee and the National Surveillance Council.

III.           Formulate the agenda and convene the Ordinary and Extraordinary Plenary Sessions and preside over them, having to sign the respective minutes together with the attending Secretaries and the National Surveillance Council, prior approval and ratification.

IV.           Be an ex officio member of any Commission.

v.            Turn to the other Secretaries of the Committee the matters of their competence for their office.

SAW.           Agree and resolve matters that others report to you      members of the committee itself,      taking   considering their opinion.

VII.          Respond to the grouping of the action of the National Executive Committee, for which purpose it must ensure that the other members of said Committee strictly comply with their mission, pointing out the irregularities that arise. For the same purpose, you may review the documents and books of the Secretary of Finance as many times as you deem convenient.

VII.        Authorize with his signature the payments to be made by the Secretary of Finance, once they have been requested, being jointly responsible with him for the management of the Organization's funds.

IX.           Authorize with your signature together with the respective Secretary all correspondence and documents originating from the union action, as well as the credentials that certify the members and directors of the Union and the Commissions that are designated.

X.             Authorize by ex officio the payment of economic benefits and investments of a social nature established by the Regulations of the Economic Support and Retirement Fund and expenses in general, signing the respective check.

XI.           Authorize with your signature, prior intervention of the National Treasury Commission, the cash cuts that the Economic Support and Retirement Fund must render monthly.

XII.          Sign together with the Secretary of Organization, Press and Propaganda the Announcements for the National Directive Councils and National Congresses.

XIII.         Study and sign with the Secretary of Organization, Press and Propaganda the documents that certify before the corresponding person the members or representatives of the Union, as well as the presumed Delegates to the National Congress.

XIV.        Preside over the National Directive Councils and install the Congresses.

XV.          Execute the agreements of the Plenaries of the National Executive Committee and the National Surveillance Council and ensure that the other Secretaries members of the National Commissions give them due compliance.

XVI.        Seek union cohesion and harmony between the members of the Union and the Directors of the Organization.

XVII.       Intervene in the functions of the members of the National Executive Committee and Commissions, to monitor compliance with the agreements and the obligations imposed by these Statutes.

XVIII.      Monitor the performance of the Local Executive Committees, whom, when deemed pertinent, may be summoned to attend the offices of the National Executive Committee.

XIX.         Render before the National Board of Directors and National Congresses, a written report on the actions of the National Executive Committee and all pending problems.

XX.          Give notice to the Federal Court of Conciliation and Arbitration, together with the Secretary of Organization, Press and Propaganda with a copy to the Federation of Unions of Workers in the Service of the State, of the Reforms to these Statutes.

XXI.         Require compliance with the Federal Law of Workers in the Service of the State, Regulations of Section "B" of Article 123 of the Constitution and other current provisions protecting the rights of workers.

XXII.       Communicate, together with the Secretary of Organization, Press and Propaganda to all the sections and to the Federation of Unions of Workers in the Service of the State, to the other organizations with which relations are maintained, to the Authorities of the Ministry of Environment and Resources Naturales, to the Ministry of Finance and Public Credit, as well as to the H. Federal Court of Conciliation and Arbitration the changes of National and Local Directors.

XXIII.      Grant an audience to the members of the organization who request it and attend with all efficiency and promptness to the matters inherent to their position.

XXIV.      Receive and deliver, with the intervention of the National Surveillance Council by rigorous inventory, the documents, supplies and other assets owned by the organization entrusted to its care.

XXV.       Schedule and authorize the departure of the Directors of the National Executive Committee and National Commissions, for the performance of union commissions.

XXVI.      The others that derive from the nature of their functions.
