Article 38 of the 2016-2020 UNION STATUTES.

The following are essential requirements to form part of the National Executive Committee, the National Surveillance Council and the Permanent National Commissions :

I   Being Mexican

II.   Be of age

III.  Literacy

IV.  Being a member of the Union and having remained in the same      in full exercise of their rights  and obligations, when      least two continuous years before the date of election.

v.   Do not belong to any organization that is in                opposition to the postulates of the Mexican Revolution.
