    Transparencia Adicional Sistema Institucional de Archivo El Sistema Institucional de Archivos (SIA) del SNTSEMARNAT es el conjunto de principios, lineamientos, procedimientos y estructuras que tomando como base el ciclo vital del documento, norman la funcionalidad y operatividad de la gestión documental y la administración de los archivos. El Sistema se integra por: Área coordinadora de archivos. Las áreas operativas siguientes: a)De correspondencia. b)Archivo de trámite, por área o unidad. c)Archivo de concentración. d)Archivo histórico (en proceso de creación). Integración del Grupo Multidisciplinario (Acta) Archivo de Trámite Es la unidad de archivo integrada por documentos de archivo de uso cotidiano y necesario para el ejercicio de las atribuciones y funciones de la Organización. Funciones: Integrar y organizar los expedientes que cada área o unidad produzca y reciba. Asegurar la localización y consulta de los expedientes mediante la elaboración de los inventarios documentales. Resguardar los documentos y la información que haya sido clasificada de acuerdo con la legislación en materia de transparencia y acceso a la información pública, en tanto conserve tal carácter. Colaborar con el Área Coordinadora de Archivos en la elaboración de los instrumentos de control archivístico previstos en la Ley General, en esta Ley y sus disposiciones reglamentarias. Trabajar de acuerdo con los criterios específicos y recomendaciones dictados por el Área Coordinadora de Archivos. Realizar las transferencias primarias al archivo de concentración. Archivo de Concentración Es la unidad de archivo integrado por documentos de archivo transferidos desde las áreas o unidades productoras, que tienen todavía vigencia administrativa, de consulta esporádica y que pueden ser eliminados o conservados permanentemente después de un proceso de valoración documental. Funciones: Asegurar y describir los fondos bajo su resguardo, así como la consulta de los expedientes. Recibir las transferencias primarias y brindar servicios de préstamo y consulta a las unidades o áreas administrativas productoras de los documentos que resguarda, así como a cualquier persona interesada, de conformidad con las disposiciones en materia de transparencia y acceso a la información. Conservar los expedientes hasta que cumplan su vigencia administrativa de acuerdo con lo establecido en el catálogo de disposición documental. Colaborar con el Área Coordinadora de Archivos en la elaboración de los instrumentos de control archivístico previstos en la Ley General de Archivos y en sus disposiciones reglamentarias. Participar con el Área Coordinadora de Archivos en la elaboración de los criterios de valoración y disposición documental. Promover la baja documental de los expedientes que integran las series documentales que hayan cumplido su vigencia documental y los plazos de conservación, y que no posean valores históricos suficientes para su conservación permanente, conforme a las disposiciones jurídicas aplicables. Identificar las series documentales que hayan cumplido su vigencia documental y que cuenten con valores históricos suficientes para ser transferidos a los archivos históricos de los sujetos obligados. Integrar a sus respectivos expedientes, el registro de los procesos de disposición documental, incluyendo dictámenes, actas e inventarios. Publicar, al final de cada año, los dictámenes y actas de baja documental y transferencia secundaria, en los términos que establezcan las disposiciones en la materia y conservarlos en el archivo de concentración por un periodo mínimo de siete años a partir de la fecha de su elaboración. Realizar la transferencia secundaria de las series documentales que hayan cumplido su vigencia documental y posean los valores evidénciales, testimoniales e informativos que se determinen para su ingreso al archivo histórico que corresponda. Las que establezcan el Consejo Nacional, el Consejo Local y las disposiciones jurídicas aplicables. Archivo Histórico La Unidad de Archivo integrado por documentos de carácter público, de conservación permanente y de relevancia para la historia y memoria nacional, regional o local. En proceso de creación. Dictámenes y Actas de Baja Documental Consiste en la eliminación de aquellos documentos que hayan prescrito en su vigencia administrativa, en conformidad con los plazos de conservación establecidos en el catálogo de disposición documental y que no posean los valores secundarios o históricos considerados para ser conservados de manera permanente. Sign together with the Secretary of Organization, Press and Propaganda the Announcements for the National Directive Councils and National Congresses. XIII. Study and sign with the Secretary of Organization, Press and Propaganda the documents that certify before the corresponding person the members or representatives of the Union, as well as the presumed Delegates to the National Congress. XIV. Preside over the National Directive Councils and install the Congresses. XV. Execute the agreements of the Plenaries of the National Executive Committee and the National Surveillance Council and ensure that the other Secretaries members of the National Commissions give them due compliance. XVI. Seek union cohesion and harmony between the members of the Union and the Directors of the Organization. XVII. Intervene in the functions of the members of the National Executive Committee and Commissions, to monitor compliance with the agreements and the obligations imposed by these Statutes. XVIII. Monitor the performance of the Local Executive Committees, whom, when deemed pertinent, may be summoned to attend the offices of the National Executive Committee. XIX. Render before the National Board of Directors and National Congresses, a written report on the actions of the National Executive Committee and all pending problems. XX. Give notice to the Federal Court of Conciliation and Arbitration, together with the Secretary of Organization, Press and Propaganda with a copy to the Federation of Unions of Workers in the Service of the State, of the Reforms to these Statutes. XXI. Require compliance with the Federal Law of Workers in the Service of the State, Regulations of Section "B" of Article 123 of the Constitution and other current provisions protecting the rights of workers. XXII. Communicate, together with the Secretary of Organization, Press and Propaganda to all the sections and to the Federation of Unions of Workers in the Service of the State, to the other organizations with which relations are maintained, to the Authorities of the Ministry of Environment and Resources Naturales, to the Ministry of Finance and Public Credit, as well as to the H. Federal Court of Conciliation and Arbitration the changes of National and Local Directors. XXIII. Grant an audience to the members of the organization who request it and attend with all efficiency and promptness to the matters inherent to their position. XXIV. Receive and deliver, with the intervention of the National Surveillance Council by rigorous inventory, the documents, supplies and other assets owned by the organization entrusted to its care. XXV. Schedule and authorize the departure of the Directors of the National Executive Committee and National Commissions, for the performance of union commissions. XXVI.
